【大纪元2013年09月27日讯】全球24届联合国人权理事会大会9月9日至9月27日在日内瓦联合国万国宫召开。法轮功人权代表陈师众博士应邀作专题发言，在联合国人权理事会副主席 Iruthisham Adam女士主持的9月19日国际人权讨论会上，提出了对中共活摘法轮功学员器官、对法轮功学员系统性使用神经破坏药物、利用洗脑班进行迫害的指控，并要求联合国对这三大指控做彻底调查和阻止。
以下是陈师众博士的发言的中英文全文。
副主席女士，
非暴力跨国和跨党派激进党”敦促人权理事会关注中国对法轮功长达14年的迫害并导致大量人数的死亡。这不仅是世界上最大的人权危机之一，同时中国涉嫌系统性摘取法轮功学员器官的行为构成了对人类良知的主要罪行。
好几位联合国特别报告员曾多次要求中国政府解释其突然增加的人体器官的来源，而这正与其对法轮功的迫害相吻合。
这些特别报告员也一再要求中国政府解释中国的医院是如何提供用于器官移植手术的已配型器官。中国政府没有解释这些问题并不出人意料。中国医院可以在几个星期内完成数百个器官的组织配型。而其它所有国家都知道，按照应有的道德准则，在这么短时间内找到无论在生物学还是医学上都可行的供体器官几乎是不可能实现的。
我们相信，人权事务高级专员办公室必须明确，没有得到供体者的正当和自愿的认可而摘取器官是一种挑战人类底线的犯罪行为。应该要求对此事彻底调查。
我们还呼吁联合国去调查有关中国对法轮功学员系统性使用神经破坏药物的报导。多年来此类案件的报告已有数千例。这与使用生化武器有相似之处。
我们进一步敦促推广民主和公平的国际秩序的独立专家们去调查那些曾被报导过的用暴力迫害法轮功学员的数百个“洗脑中心”。

Vice President,
The Nonviolent Radical Party, Transnational and Transparty urge the Human Rights Council to pay attention to China’s 14-year persecution of Falun Gong that has cost a high number of lives. Not only has it been one of the world’s largest human rights crisis, but the alleged China’s systematic extraction of Falun Gong practitioners’ organs also constitutes a major offense against human conscience.
Several UN Special Rapporteurs have repeatedly asked China to explain its dramatically increased source of organs, which happened to coincide with its persecution of Falun Gong.
These Special Rapporteurs have also repeatedly requested China to explain how China hospitals are ready to supply tissue-matching organs for transplantation. China’s failure to address these questions is not surprising, China tissue-match hundreds of organs in a matter of weeks, when all other countries know that, following due ethical rules, it is practically impossible to achieve such an immediate availability of biologically and medically feasible organs.
We believe the Office of the High Commissioner for Human Rights should make clear that taking organs without the proper and free consensus of the donor is a crime that challenges the bottom line of humanity and ask for a thorough investigation on this matter.
We also Ask the United Nations to look into China’s reported systematic use of nerve-damaging chemicals on Falun Gong practitioners. Over the years there have been reports on thousands of such cases. This would be comparable with use of chemical weapons.
We further urge the independent expert on the promotion of a democratic and equitable international order to investigate those hundreds of “brainwashing centers” that have been reportedly used to violently persecute Falun Gong practitioners.
