擬成立的中國公民控告團的宗旨是，向聯合國和國際社會控告中國大陸的各級政府違反中國已在聯合國簽署的各項公約和違反中國政府自己制定的法律的違法事實，揭露中國大陸各級政府各種剝奪和踐踏人權的黑幕，並積極向聯合國及國際社會和各國政府呼籲，督促中國政府和執政黨迅速向中國人民兌現自由、平等、人權、民主、法治的承諾。
聯合國中國公民控告團採取自由出入的原則，不隸屬任何組織和團體。聯合國中國公民控告團，擬聘請在美華人律師葉寧為法律顧問，首屆新聞發言人為著名記者趙巖擔任。聯合國中國公民控告團歡迎在中國大陸被強遷、被失去土地和一切在中國大陸得不到司法公正和所有因人權被踐踏的中國公民與聯合國中國公民控告團聯繫，把自己的苦難和不幸的故事告訴我們，我們一定會盡最大的努力把你們的苦難的故事，轉述給聯合國和國際社會及一切關心大陸中國進步和健康發展的有識之士。
